A La Niña winter may turn into a La Niña spring, the National Oceanic and Atmospheric Administration’s Climate Prediction Center says. La Niña means we’re in the negative phase of the El Niño Southern Oscillation, or ENSO. La Niña is defined as cooler than normal sea-surface temperatures in the central and eastern tropical Pacific Ocean that impact global weather patterns.
