Only Congress can lift the trade embargo against Cuba, but if current Congressional legislation passes, it would circumvent the part of the embargo that bans American tourists from Cuba, and that means Americans could go on their own boats.

So the question many cruisers ask is this: How safe would it be to cruise the Cuban coast? How secure would we be?

Captain Cheryl Barr, author of the Yacht Pilot Guide to Cruising Cuba, is a veteran of 18 trips to Cuba by boat, something which Canadian citizens have always been allowed to do legally. She will answer this and more during her seminar at the International Cruising Boat Expo in Essex, Connecticut, in June.
